Albert A. Fralinger Jr.

JR., PE, PP & PLS
Chairman of the Board

Albert is founder and Chairman of the Board of Fralinger Engineering, with over 50 years of experience in civil engineering and land surveying. He holds a BS in Civil Engineering from The Citadel in Charleston, South Carolina. He also completed Continuing Education Programs at Rutgers University Extension Division, Stockton State College, and NJSPLS Conferences. A major stockholder of Fralinger Engineering PA, Albert is responsible for all public relations and marketing for the firm and supervision of staff performance.

Albert maintains memberships with key Engineering and Surveying Associations, including the New Jersey Society of Municipal Engineers, the National Society of Professional Engineers, and the Society of American Military Engineers. Fralinger is the Director of the Board of Colonial Bank and belongs to a number of other community organizations including South Jersey Healthcare and Cumberland County College. He has earned nine professional licenses in the states of New Jersey, Delaware, Georgia, North Carolina, and South Carolina as a Professional Engineer, Professional Land Surveyor, and Professional Planner. In 2008, he was honored by the Southern NJ Council of the Boy Scouts of America as the Distinguished Citizen of the Year.

Charles M. Fralinger

President
With over 16 years of experience as a NJ Licensed Professional Land Surveyor, Chuck supports both the surveying and engineering departments in addition to overall management of operations. He holds a BS in Civil Engineering from Clemson University in South Carolina and a BS in Land Surveying from Spring Garden College in Pennsylvania. Chuck has earned Continuing Education credits from the New Jersey Society of Professional Land Surveyors, Rutgers University, and Cook College, and completed various Trimble Navigation Courses.

Chuck began at Fralinger Engineering in 1980, working summers as a Rear Chainman and Instrument Man/Party Chief Aid. Currently, he is responsible for the management of all daily operations from drafting to accounting. He is registered in New Jersey and Delaware as a Professional Land Surveyor and is affiliated with the New Jersey Society of Professional Land Surveyors (NJSPLS), Cumberland-Salem Chapter. Chuck has been published in P.O.B. Magazine, Civil Engineering Magazine, Professional Surveyor, GPS World Magazine, and Coordinate Magazine.

Carl R. Gaskill

PE, PP, PLS & CM
Senior Vice President

Partner and Senior Vice-President of Fralinger Engineering PA, Carl supervises both Public & Private Design Projects and represents numerous municipalities as Municipal Planning, Zoning and/or Authority Engineer. Educated at Drexel University, Gaskill holds a BS in Civil Engineering.

He has also earned continuing education credits with the NJSPLS, Rutgers University, Stockton State College, and Drexel University. Gaskill is registered in New Jersey as a Professional Engineer, Land Surveyor and Planner, and as a Certified Municipal Engineer.

In Pennsylvania, Gaskill holds licenses as a Professional Engineer and Registered Land Surveyor. Gaskill has over 35 years of experience designing numerous waterfront projects, drainage/flood projects, sewer and water projects, commercial and residential projects, golf course design, and all types of public transportation.

Stephen J. Nardelli

PE, PP & CME
Vice President

Steve serves as Vice President and Director of Engineering in the Bridgeton office. He represents numerous municipalities as Municipal Engineer. Steve holds a BS in Civil Engineering from Widener University and has completed Continuing Education classes at Rutgers University.

He is registered as a Professional Engineer in New Jersey, Pennsylvania and Delaware, and a Professional Planner in the State of New Jersey. Steve is affiliated with the New Jersey Society of Engineers and the American Society of Civil Engineers.

Prior to becoming Vice President, Steve worked at Fralinger Engineering as a Survey Crew Chief/Instrument Man and a design supervisor. Today, Steve serves as Supervisor of drilling crews, soil testing, and all wetlands studies and delineations. He also provides review of various site plans, subdivisions, and infrastructure design plans for Municipal ordinance compliance.
