DISTINGUISHED CIVIL ENGINEER OF THE YEAR
The South Jersey American Society of Civil Engineer’s honored Albert A. Fralinger, Jr. with their Distinguished Civil Engineer award at their annual awards luncheon on May 9, 2008 at the Wyndham Hotel in Mount Laurel, NJ.
Mr. Albert A. Fralinger, Jr. is the founder and Chairman of the Board of Fralinger Engineering PA, located in Hopewell Township, Cumberland County, NJ with a branch office the City of Salem, Salem County, NJ. Fralinger Engineering was established in 1966 with a small office out of his home to what it is today. Fralinger Engineering currently staffs 50 employees including Professional Engineers, Professional Land Surveyors, CADD Draftsman, Inspectors and Administrative Staff.
Mr. Fralinger is a civil engineering graduate from The Citadel with continuing education studies from Rutgers University Extension Division, Stockton State College and NJSPLS Conferences. Mr. Fralinger is a Professional Engineer licensed in New Jersey, Georgia, North Carolina, South Carolina and Delaware. Mr. Fralinger is a long time member of the NJ Society of Municipal Engineers, National Society of Professional Engineers, American Society of Highway Engineers and The Society of American Military Engineers.
With over 50 years of experience in all phases of the engineering field, Mr. Fralinger has truly made a positive contribution to the engineering profession. Mr. Fralinger began his career as an engineering aide for the County of Cumberland Engineering Department until March 1955. Then Mr. Fralinger served the US Army as 1st Lieutenant, Executive Officer of Basic Training Company, small arms weapons instructor until April 1957. He then worked as a Highway Designer for Brown Blauvelt & McFarland, Field Engineer for KOF Foundation Test Borings, Inc, and was the Principal Engineer for the NJ Department of Transportation until December 1965. Then in January of 1966 he founded Fralinger Engineering. Mr. Fralinger now serves as the Chairman of the Board and primarily is responsible for all public relations and marketing of the firm. Experienced in furnishing expert testimony in various court cases involving questionable engineering practices, boundary disputes, etc. Responsibilities further include the general overall supervision of firm staff in the performance of all aspects of Civil Engineering, Land Surveying and Planning including, but not limited to: road, sanitary sewer, sanitary landfill, on-site sanitary disposal system and water main design; land development (residential, commercial, industrial); municipal engineering; boundary, topographic, riparian, Global Positioning System (GPS) surveying; major and minor subdivisions; environmental impact statements and wetland delineations. Municipal Engineer for various municipalities located in Cumberland, Gloucester and Salem Counties. Past Director of Public Works/City Engineer for the City of Bridgeton.
Mr. Fralinger was born and raised in the City of Bridgeton, Cumberland County, New Jersey. He currently resides in Stow Creek Township, Cumberland County, NJ with his wife Caroline of 53 years. They have 6 children with J. Michael serving as President and Charles serving as Chief Operating Officer of Fralinger Engineering. They are proud to have 25 grandchildren.
Besides his professional background, Mr. Fralinger was appointed to the Bridgeton Hospital Board of Directors in 1971 and has continued to serve on the Board now known as the South Jersey Health Care System. Also in 1971, he was appointed to the Board of Young Men’s Savings & Loan Association, which is now Colonial Bank FSB where he presently services as Vice Chairman. Mr. Fralinger was appointed to the Cumberland County College Board of Trustees in 1984 and guided the college through his oversight of the design and construction of the Frank Guarancini Jr. Fine and Performing Arts Center on the college’s campus.
In 1983, Mr. Fralinger was appointed by Governor James Florio as Commissioner of the Delaware River Bay Authority and reappointed in 1999 by Governor Christine T. Whitman. Mr. Fralinger served two terms as Vice Chairman and two terms as Chairman for a total of eight years during his ten-year tenure.
In 1996, Governor Whitman appointed Mr. Fralinger to the Rowan University Board of Trustees. During his tenure, Mr. Fralinger served on the Executive Committee, Chairman of the Academic Affairs/Campus Life Committee. Currently he serves on the College of Engineering Dean’s Advising Council.

2008 DISTINGUISHED CITIZEN OF THE YEAR
The Boy Scouts of America, Southern New Jersey Council, will honor Albert A. Fralinger, Jr., with the 2008 Distinguished Citizen of the Year Award for Cumberland County May 15th at the Running Deer Golf Club in Pittsgrove Township. Mr. Fralinger will be honored for his contributions to the community through his professional and civic careers. He was born in Bridgeton and has lived all his life in the Bridgeton area. Mr. Fralinger is devoted to the betterment of Cumberland County and South Jersey through his civic involvement and professional services as a professional engineer, planner and land surveyor. He serves as the Chairman of the Board for Fralinger Engineering in Bridgeton and has served on many boards and commissions during his professional career.
Mr. Fralinger has been active on many other community and business board of directors and has been recognized with numerous awards.

It has been announced that Barry S. Jones, Professional Land Surveyor and Professional Planner has been appointed to serve on the New Jersey State Board of Professional Engineers and Land Surveyors of New Jersey by Governor Corzine and confirmed by the New Jersey State Senate on March 15, 2007. This Board regulates the professions of engineering and land surveying to ensure the health, safety and welfare of the public through the professionalism of the licensees.
Mr. Jones is Director of Surveys for Fralinger Engineering. J. Michael Fralinger, Sr., President of Fralinger Engineering stated “We at Fralinger Engineering are proud of the fact that Mr. Jones was appointed to this prestigious and all important Board that regulates the professions of engineering and land surveying. His experience and knowledge of the land surveying profession along with his dedication to the industry will serve the citizens of New Jersey very well. We are pleased that Governor Corzine has reached out to a professional from south Jersey, in particular Cumberland County.” I believe that Barry is the first person from this area to receive this honor to serve on the State Board.
Mr. Albert Fralinger, Chairman of the Board for Fralinger Engineering remarked that “Mr. Jones has been employed by the firm for over 30 years and during that time has demonstrated the highest standard and is dedicated to the profession. “
During his tenure with Fralinger Engineering he has served as office manager, Chief of Surveys, Project Manager and Director of Surveys. Mr. Jones has been twice the recipient of the New Jersey Society of Professional Land Surveyors (NJSPLS) Presidential Citation for Outstanding Contributions to NJSPLS and the Surveying Profession. He is Past-President and Fellow Member of the NJSPLS, Co-Chairman of the NJSPLS Legislative Affairs Committee, Secretary of the NJSPLS Scholarship Selection Committee and a Charter Member and Past-President and Director of the Cumberland/Salem Chapter of the NJSPLS.
Barry was named as the 2003 Surveyor of the Year by the New Jersey Society of Professional Land Surveyors at its annual conference.
